The Demise of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from different nations. Immense energy is allocated on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon engaged a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a dependence that European nations are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, certainly, continue.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not change more in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a only one week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
